Park rules

 

By entering Pembrey Country Park, you agree to abide by the following rules and regulations, failure to comply with will mean that you could be excluded from the Park and be subject to further action including prosecution. These rules apply to the Park and Cefn Sidan Beach unless otherwise stated.

Definitions

“Park” Means Pembrey Country Park Pembrey, Carmarthenshire

“Beach” means the beach at Pembrey Country Park, known as Cefn Sidan Beach

“Council” means Carmarthenshire County Council

Access to Pembrey Country Park is only allowed during the opening hours displayed, these can be found on the main board as you enter the park. These can change without notice and differ seasonally.

Season Ticket holders

Entry to Pembrey Country Park with a motor vehicle is via the main access on Factory Road where there are automated barriers using an Automatic Number Plate Recognition system.

By buying a season ticket it gives the user the right to register 2 vehicle registration numbers registered from the same address and the Council can ask for reasonable evidence to verify that the vehicles belong to the same address. Failure to provide verification will result in automatic removal of one registration number. Those who purchase a season ticket will be allowed to change the record of the registration number of the vehicles up to 3 times during anyone-year period free of charge.

Only one vehicle will be allowed free into the Park at any one time. If both vehicles enter the Park at the same time the second vehicle will be charged at the appropriate rate for the visit, failure to adhere to the terms will result in one vehicle being removed from the permit record.

A Season ticket is for use by one household only with the vehicles declared at the time of purchase. Season tickets are not transferrable or refundable in any circumstances.

Season parking tickets do not provide access or payment for any facility or activity within the Park or beach.

 

Payment for parking- non season ticket holders

You will be required to pay to enter the Park with a motor vehicle. Vehicles are only allowed in certain designated areas and vehicles are not allowed on the beach unless they have a valid beach permit. The authority reserve the right to set charges and amend and charges without prior notification. If you fail to pay the parking charge on any visit you will be required to pay the full charge for that visit.

Payment for car parking must be made at the pay stations in the park before approaching the exit barrier, there is no means of payment at the exit.

The Council reserves the right to recover the costs associated with the collection of the outstanding payment being a minimum fee of £20.

 

Rules and Regulations

Speed Limits

All vehicles entering the park must ensure that they have a licence and insurance and any other certificate required for the type of vehicle concerned. On entry to the Park, you agree to abide by the speed limit of 15mph.
Nobody is to drive any vehicle on the park except on roadways created by the Council for that purpose or grassed areas designated for parking. This rule does not apply to any vehicle operated by the Council in connection with the maintenance of the park.
The driver of a vehicle must always give way to pedestrians and cyclists.

Bicycles

Any person riding a bicycle, Scooter, skateboard, roller skates, roller blades or similar equipment in the Park must do so in a responsible manner. Those subject to this rule must not travel at a speed exceeding 5mph or in a manner or place which injures, disturbs, obstructs, interrupts, or annoys any other person.
The use of electric scooters is not permitted within the Park. They are illegal under current UK law

Motorcycles and Quad Bikes and Tricycles (Off Road)

Motorcycles, quad bikes, and all other off road type vehicles are prohibited from using any part of the Park which is not accessible to ordinary motor vehicles and are not allowed on the beach.
The users and owners of the motorcycles, quad bikes and other off-road vehicles must ensure that they have a licence and insurance and any other certificate required for the type of vehicle concerned. The use of any uninsured motor vehicle is not permitted, this includes fuel operated children’s toys

Fires and BBQ

No open fires are permitted at any time in any location in the Park or the beach or sand dunes
The use of disposable BBQs are NOT permitted in the Park unless they are 300mm (1ft.) off the ground as they cause burn damage to grass and present a danger. BBQ and BBQ contents must be removed from the Park and correctly disposed of; they must not be buried. BBQ’s and fires are limited to the open spaces only and are strictly prohibited from the woodland area. In the event of ash damaging vehicles or property of other customers, the matter will need to be resolved between the parties involved and will not be the responsibility of the Council BBQ’s and fires are NOT permitted on the Beach or sand dunes at any time
During periods of high fire risk, the use of disposable BBQ’s will be prohibited, all other methods of cooking outdoors will be monitored, BBQ’s must be extinguished if requested by an officer of the council.

Overnight stays

Overnight stays are not permitted on the Park or beach unless booked through the camping and caravan booking arrangements or unless part of an approved organised event. Where overnight stays are authorised then visitors will be required to park in the areas designated by the Council.

Public shows and Performance and Events

No person will be allowed to hold a public show, performance and no events can take place in the Park without the express written consent of the Council.

Rubbish/Waste

Nobody is to drop litter of any sort in the Park and Beach other than in the bins provided.
You are encouraged to take your waste home with you but where this is not possible any rubbish must be placed in the receptacle provided. All rubbish/waste must be removed from the beach.
Dropping litter is a criminal offence and you risk being prosecuted for doing so.
The use of park facilities for the disposal of household waste and recycling is not permitted

Noise /Antisocial Behaviour/Vandalism

Vandalism and/or antisocial behaviour, swearing, verbal or physical aggression will not be tolerated and where appropriate incidences will be reported to the Police. Firearms and weapons are not allowed in the Park or beach.
Nobody is to: -

 

Drones & Kites

Drones and other remote control flying aircraft are not permitted without the written consent of the Council. Children kites are permitted, and sports kites are permitted in designated areas with the permission of the Council.

Combat Games

Combat games such as paintballing are not permitted in the park or on the beach without the prior written permission of the council

Filming (other than for personal use)

Filming other than for personal use is prohibited, where filming is required for any other purpose the written consent of the Council will required. You will not use any recordings and/or include in any live relay, audio and /or video form without the Councils prior written consent.

Advertising

Advertising is not permitted within Pembrey Country Park, this includes posters, flyers, and banners. The promotion of a product, brand, or service to a viewership in order to attract interest, engagement and sales is not permitted.

Naturism and Nudism

Nudism is not permitted in the Park or beach.

Trading (without licence or lease)

You are not allowed to offer to sell or let or hire any goods or provide any services in the park or beach, advertise or canvass in the Park or on the beach.

Smoking in playground
Smoking is not allowed in children’s playground areas.

Dogs and Domestic Animals

It is permissible to bring an animal (except a dangerous wild animal as defined under the Dangerous Wild Animals Act 1976 as modified or amended) into the park provided that the owner or person in charge of such animal shall keep it under close control or on a short lead.
When a dog fouls in the park the person in control of the dog must place the waste in an appropriate bin located in the park or remove it from the park. Visitors will be encouraged to report dog fouling that is not cleared up. Where fouling is reported to the Council it will take the steps necessary against the owner or the person in control of the dog.
Dogs must be placed on a lead of no more than two metres in length when directed to do so by an authorised officer of the Council. You will only be asked to put your dog on a lead if your dog is considered to be causing a nuisance or danger to other people or another animal. Dogs are not allowed in enclosed children’s play areas within the park, or any other areas designated for use by children.
All animals brought into the park must not be permitted to: -

Young children must not be left in control of animals. Animals must be in the control of a responsible person who is able to control the animal at all times.
Nobody is to train or race any dogs in the park in such a way that it causes annoyance or concern to other users of the park. Dogs are excluded from the beach in accordance with local by law and other awards e.g., blue flag award and these must be adhered to. (March 1st through to September 30th)

Horses

You are not allowed to bring a horse or horses into the Park or the Blue Flag designated area of the beach unless as part of an organised equestrian event approved by the Council.

Self-made Tree Swings and other constructions

Self-made tree swings and other constructions are not allowed on the Park or beach.

Digging

Digging in the Park and in the sand dunes is strictly prohibited.

Metal Detecting

Metal detecting is prohibited on the beach and in the Park.

Protection of Wild Animals, Birds prohibition of hunting

Shooting, with any form of projectile weapon, trapping or any form of hunting is not allowed in the Park or beach. The Council reserves the right to allow shooting competitions as part of an organised event with prior written consent.
Nobody is to move, disturb or destroy any wild birds’ nests, eggs, or harm, remove, kill, or hunt any wild bird or animal.
Nobody is to set or use any snare or any other instrument to trap e.g., cage or other means for taking, harming, or killing any wild bird or animal.

Trees, Shrubs and Flowers

Nobody is to pick, cut, destroy, remove, or damage any flower, tree, shrubs or plants and fungi in the park or beach. Some plants are dangerous if consumed or touched. All visitors must take care.

Removal of items off the park

No person shall remove or displace any natural or manufactured item from the Park or beach e.g., timber, sand, stone, wildlife, plants without the express written authority of the Council.

Erecting signs and Notices

All visitors must familiarise and follow the signage of the Council whether temporary or permanent. From time to time, it may be necessary to restrict access to parts of the Park.

Meetings

Nobody is to hold any public meeting, procession, demonstration, exhibition, military event, religious ceremony, service, political rally, or lecture in the park without the prior written consent of the Council.

Responsibility of Party or Group

Adults must accompany child/children under 14 years if age a party or group and are responsible for all children under 16 in that party or group.
Nobody must remove or interfere with any notice or sign placed in the Park for any purpose. Nobody is to put up any sign in the park without first obtaining the written consent of the Council.

Supervision

Every person in the park or on the beach must follow the instructions of any signs erected by the
Council. Every person in the park or on the beach must follow the instructions of an officer of the Council. This includes leaving the park when requested to do so and to stop doing anything when instructed to do so. Visitors are expected to use the park and beach in accordance with these rules and regulation and respect the natural environment and not to do anything which would be detrimental to the flora and fauna or cause nuisance or disturbance to the users of the Park.

Facilities and Activities

There will be no refunds in car parking fees in the event that facilities/attractions are unavailable. The owner reserves the right to amend, alter, cancel, and withdraw facilities/attractions without notice.

 

Anti-social or inappropriate behaviour towards visitors or our employees will not be tolerated

Penalties

Failure to comply with these rules will mean that you may be asked to leave the Park or beach immediately and may mean that future access is denied. If you cause damage of any kind, you will be required to pay for the damage together with any costs incidental to or associated with the damage including any administration and professional fees including legal costs. If your actions are in contravention of existing legislation you may face prosecution in the courts.

Exemptions

Nothing in these rules and regulations shall be deemed to limit an officer of the council, or the emergency services, in the execution of their duties

Council reserves the right to amend, alter, add, or withdraw these rules and regulations without prior notice.
